JOHN
C. MUSGRAVE, was
appointed Deputy Secretary on November 1, 2003, by Governor Bob Wise, and assumed the title of Acting Cabinet Secretary. In January, 2005, Governor Joe Manchin requested that he continue as Acting Cabinet Secretary of the Department of Revenue, State Budget Director, and Director of the State Lottery, a post he has held since 1997. Musgrave brings to State government a strong finance background with more than two decades of public service at the federal, State and local levels.
As Secretary of the Department of Revenue, he oversees the following agencies: Alcohol Beverage Control Administration, Athletic Commission, Division of Banking, State Budget Office, Insurance Commission, Lottery Commission, Municipal Bond Commission, Office of Tax Appeals, Racing Commission, and State Tax Department.
In his capacity as Acting Cabinet Secretary of Revenue, he chairs the Retail Liquor Licensing Board.
From 1967-68, he served as Deputy Secretary of State. He held several high-level administrative positions with the U. S. Department of Agriculture from 1981-1995. Musgrave also served as regional director of the Rural Development Administration for the seven-state Mideast Region. From 1981 to 1992, he was state director of the West Virginia Farmers Home Administration where he supervised agency credit assistance and economic development programs for West Virginia with a loan portfolio of over $900 million. Musgrave served as the Mason County Development Director, and as Mayor of Point Pleasant from 1972-1981. He also served as President of the West Virginia Municipal League, Chairman of Region II, and Chairman of the West Virginia Solid Waste Authority.
As Lottery Director, he oversees a special revenue agency that generates over $1.5 billion in gross sales and provides a profit to the State of West Virginia of $605 million to be used for senior citizens, education, parks and tourism and capitol projects. During his tenure as Lottery Director, lottery revenue has risen nearly eight fold from $72 million in 1997 to $605 million in 2005. Musgrave serves as President of the Multi-State Lottery Association’s Executive Committee; Secretary of the North American Association of State and Provincial Lotteries; Chairman of the Multi-State Lottery Association’s Video Lottery Group; Chairman of the Multi-State Lottery Association’s PowerBall Group; and is a member of the Multi-State Lottery Association’s Communications Committee. He previously served as Chairman of the 14 state Multi-State Lottery Association’s Game Show Group.
He received his B.S. from Morris Harvey College (now the University of Charleston) in Business in 1968. Musgrave is a veteran of the U. S. Air Force.
Musgrave resides in Point Pleasant with his wife, Rebecca. They have two children and six grandchildren.
